The National Civil Society Congress, hereinafter “The Congress” alternately “NCSC” is hereby established in accordance with the dictum of Resolution 3.3 adopted at the Fourth Civil Society Forum (CSF) Strategy Re-thinking Workshop at the Lake Naivasha Simba Lodge, on 21st May 2006 and the provisions of this Charter.

  Guiding Values and Principles
Civil Society parties to this Charter are committed to and are bound by the following guiding values and principles: -

  2. UZALENDO (Patriotism)
  3. Professionalism and commitment
  4. Inclusiveness and respect for diversity
  5. Integrity
  6. Justice and fairness
  7. Equality, Gender and inter-generational equity

National Values, Principles and Goals
Civil Society parties to this Charter and the Congress are committed to and shall pursue and promote institutionalization of the following National
Values, Principles and Goals in Kenya: -

  • Recognition of the people of Kenya, protection and promotion of the cultures of communities;
  • Promotion of National Unity and commitment of all citizens to the spirit of Nationhood and Patriotism;
  • Guaranteeing and ensuring full participation of women, youth, persons with disabilities, marginalized communities and all other citizens in the political, social and economic life of the country;
  • Promotion of the effective participation of the people in public affairs and the sharing of and devolution of power;
  • Open and transparent Government and accountability of State officers, public officers, state organs, public and private authorities;
  • Eradication of all forms of corruption;
  • Equal access by the people to independent, impartial, competent timely and affordable institutions of justice;
  • Acceptance and recognition of the existence of the role of Civil Society in governance and its role in ensuring the accountability of Government through its watchdog role;
  • Unfettered timely access to information from public institutions;
  • Systemic eradication of Impunity in all its forms and manifestations;
  • Protection and promotion of Human Rights and fundamental freedoms and enhancement of the dignity of the individual and communities;
  • Actualization of the principle that not more than two-thirds of the members of elective or appointive bodies shall be of the same gender and age;
  • Recognition of and pursuit of intergenerational equity;
  • Actualization of the principle that at least five per cent of the members of elective and appointive bodies shall be persons with disabilities;
  • Recognition of the special responsibilities that the State, society and parents owe to children and uphold the family and the institution of marriage;
  • Commitment to social justice and the realization of the rights of the people of Kenya to basic needs and to live in a secure environment;
  • Promotion, development, recognition and advancement of the role of science and technology;
  • Elimination of disparities in the development between various parts of
    Kenya and sectors of society;
  • Recognizing the responsibilities to future generations of the people of Kenya, by pursuing policies for the sustainable management of the environment;
  • Efficient and fair management of national resources for the welfare of the people of Kenya; and
  • Being a good citizen of Africa and the World and committing self to work for International peace and solidarity.

Aims and Objects
The Congress shall steadfastly and consistently pursue the following aims and objects:
  • Provide and function as the platform for all Civil Society (CS) sectors to interact, share information and harmonize their interventions and proactive approaches on key national issues;
  • Promotion and inculcation of the CSOs vision of a new Kenya and articulation on issues of democracy, good governance and socioeconomic and political development in Kenya;
  • Foster national integration, nationhood, peace and stability in Kenya, the Eastern Africa and the Great Lakes Region;
  • Function as a broad based body that brings together all Non-State Actors (NSAs), including social movements, community based organizations, and other people groups to promote, inculcate and institutionalize shared codified national values, principles and goals set out under this Charter;
  • Enhance individual and collective security for members of the Civil Society;
  • Define the political and policy agenda for the Civil Society;
  • Define and set social, economic, political, policy and holistic development agenda for Kenya, the Eastern Africa region and Africa;
  • Identify, conceptualize and establish a the Congress Centre;
  • Create a mechanism for collective relations, negotiations and engagements with governments, private sector, faith groups, donor organizations and inter-governmental institutions;
  • Promote and foster purposive solidarity and synergy building, consolidation and strengthening of the Civil Society sector in Kenya;
  • Synchronize collective fundraising and resource mobilization for Member Organizations of the Congress;
  • Promote and enforce internal democratic tenets and practices including institutional integrity and ethos that enhance efficiency, excellence, transparency and accountability within and among Kenyan CSOs;
  • Establish, operationalize and enforce a peerage mechanism for review, learning and self regulation within Civil Society;
  • Promote culture of UZALENDO (patriotism), voluntarism, non-violence, passion, and commitment to change and popular transformation; as distinct from careerism in Civil Society;
